Notice on Effectively Carrying Out Related Work During the 2026 Winter Vacation and Spring Festival

To All Units within the University:

The 2026 winter vacation and Spring Festival are approaching. To thoroughly implement the spirit of relevant documents and notices from higher authorities, strictly, solidly, and meticulously carry out all development and safety tasks before, during, and after the holiday period, ensure that all faculty, staff, and students spend a safe, peaceful, and fulfilling holiday, and effectively maintain campus safety, stability, and normal operational order, the relevant matters are hereby notified as follows.

I. Schedule

(1) Student Vacation: January 31 to February 28, 2026. Registration and fee payment on March 1. Classes officially resume on March 2.

(2) Faculty and Staff Vacation: February 1 to February 26, 2026. Normal work resumes from February 27.

II. Main Work Requirements

(1) Focus on Central Tasks and Overall Situation, Plan and Promote Work

All units must adhere to the principle of "no relaxation during vacation, no disconnection during holidays." While guiding faculty and staff to balance work and rest for recuperation, they should closely align with the university's development themes, main directions, and annual goals and tasks. Based on the actual situation of their respective units, conduct work discussions, systematically plan and orderly promote key tasks for the "15th Five-Year Plan" period, especially for the new year, clarify work ideas, and refine implementation measures. This will lay a solid foundation and accumulate strong momentum for a good start and a strong beginning of the university's work in the "15th Five-Year Plan" period.

(2) Strengthen Service Support and Convey Organizational Care

All units must adhere to a people-oriented approach, focusing on faculty and students. Effectively carry out visits, condolences, and support work before and after the vacation, with special attention to groups such as students and faculty in difficulty, veteran Party members, and retired personnel. Ensure solid logistical support for front-line, on-duty faculty and staff, and carry out various forms of care activities. All colleges should investigate in advance the situation of students staying on campus during the vacation and report it timely to the Party Committee Student Affairs Department and the Party Committee Graduate Student Affairs Department. The Party Committee Student Affairs Department, Party Committee Graduate Student Affairs Department, International Education College, Logistics Support Department, and all colleges should collaborate closely to ensure dynamic management and service support, enrich the lives of students staying on campus, and create a warm atmosphere.

(3) Strengthen Safety Management and Safeguard the Bottom Line of Safety

All units must effectively shoulder the primary responsibility for safety and stability, strictly implement the accountability system for ideological work,conduct multi-channel publicity and education among faculty and students regarding cybersecurity, ideology, theft and fraud prevention, fire safety, traffic safety, and mental health to enhance legal awareness and protective capabilities. Strictly manage propaganda and cultural fronts, strengthen dynamic risk monitoring and scientific handling. Conduct comprehensive safety inspections at key junctures before the vacation and before the start of the semester, promptly eliminate safety hazards, and ensure responsibilities are assigned and prevention and control measures are in place. The University Hospital must make preparations for infectious disease prevention and control as well as emergency response, standardize prevention, control, and response procedures scientifically, and strengthen the campus health and safety line of defense. The Security Department, Logistics Support Department, Laboratory and Equipment Management Office, Capital Construction Department, and other relevant departments must closely monitor potential safety hazards in key areas such as laboratories, student dormitories, canteens, libraries, construction sites, and charging facilities, establish ledgers, and set deadlines for rectification. They must also strengthen the management of water, electricity, gas pipelines and networks, equipment, facilities, and campus traffic, enhance security patrols and access control, improve various safety emergency plans, clarify response procedures and division of responsibilities, and enhance response capabilities.

(4) Strictly Enforce Discipline and Rules, Promote Integrity and Upright Practices

All units must strictly implement the Central Committee's eight-point decision on improving work conduct and its detailed rules, and earnestly implement the requirements of higher authorities and the university regarding upholding discipline and integrity during the New Year and Spring Festival. Party members and cadres should take the lead in practicing diligence, thrift, and integrity during the holidays, and consciously resist unhealthy practices. Advocate for civilized and healthy lifestyles, guide faculty and students to uphold good customs, value frugality, distance themselves from bad habits, and celebrate the holidays in a civilized manner. Party organizations at all levels should strengthen education and supervision, promptly investigate and deal with violations of the Central Committee's eight-point decision, and consolidate the achievements in improving work conduct.

(5) Strengthen Emergency Duty, Ensure Orderly Operations

All units must strictly implement the 24-hour special-duty and leadership-on-duty shift system to ensure smooth communication and timely response. During the Spring Festival period (February 15 to February 23, 2026), the "daily and zero-reporting system" for safety and stability will be implemented. All units must report the daily safety and stability situation to the University Peace and Stability Office between 12:00 and 15:30 each day. In case of major emergencies, they must report immediately to the University General Duty Room (Tel: 83969099) and handle them properly.

Please submit the duty schedule via the OA system by 17:00 on Wednesday, January 28, 2026. The university will inspect the duty arrangements.
